Baldwin County Homeownership Assistance Program (HAP)
This is conditional, forgivable loan assistance. It is not unrestricted cash, and an application does not guarantee an award. The approved amount depends on demonstrated need, program rules and available funds.
Assistance and repayment
- Eligible households may receive up to $85,000 total, based on approved need and program requirements.
- Down payment assistance is capped at 20% of the purchase price. Eligible closing costs may also be covered within the combined assistance limit.
- Assistance is secured by a second mortgage. The balance is reduced by 20% each year and is fully forgiven after five years when all requirements are met.
- Selling, transferring or leaving the home before the required period ends may trigger repayment of the unforgiven amount.
Who may qualify
- Household income at or below 80% of Area Median Income. Limits depend on household size; use the county’s current information for the applicable limit.
- Households that lived in Baldwin County during Hurricanes Sally or Zeta and remained here; households that relocated after the storms and want to return; or qualifying households that were purchasing a storm-impacted Baldwin County home at the time.
- A current mortgage pre-approval, required homebuyer education and at least $500 toward the purchase.
- An eligible Baldwin County home that will be occupied as the buyer’s primary residence for five years.
- Other household, financing, asset, property and documentation requirements apply.
Important details
- This program is not limited to first-time buyers.
- Current homeowners may qualify if they sell their existing home as part of the transaction and satisfy the remaining requirements.
- Homes in higher-risk flood zones that require flood insurance are ineligible under the published guidance. Flood Zone X is listed as eligible, but no flood-zone designation guarantees that a property will never flood.
- HAP assists with purchasing an eligible home. It is not a repair grant for a home someone already owns.
